MORE ELIGIBLE FOR 9-11 FUND

A new $2.8 billion program for those sickened by exposure to the Ground Zero site would be open to more residents of lower Manhattan than a previous victims fund, but they will have fewer face-to-face chances to make the case for compensation.

To decide which ailments are deserving of future payments, the special master of the fund will rely largely on the conclusions of the 9/11 Health Program, a collection of medical experts at the Fire Department, the Mount Sinai School of Medicine, and New York City, overseen by a federal health official.

Psychological injuries won't be covered under the proposed rules because the law passed last year creating the fund said it was for physical injuries.

The new fund will make payments to those afflicted with a variety of long-term health problems, like breathing disorders and gastrointestinal disease.

The most notable change is the geographic boundaries. Previously, only those who worked at or very close to the World Trade Center site were eligible. The new area encompasses the area south of Reade and Centre Streets, and the Brooklyn Bridge
